Form 8821 for a CPA firm

An agent on the IRS Practitioner hotline told me I cannot write in Box 5 of Form 2848, "The representative is authorized to substitute another representative." Instead, he told me to file Form 8821 and then anyone from my firm can call and get information about a client. However, the Form 8821 asks for a CAF number, and my firm doesn't have a CAF number; each of us individually do. Can someone tell me how to submit either Form 2848 or Form 8821 so that anyone on my staff can call and get TP information?

    Many thanks,

    Kevin

Instructions for Form 8821 are as follows:

    Line 2. Appointee
If you want to name more than one appointee,
indicate so on this line and attach a list of appointees
    to Form 8821.
Enter your appointee’s full name. Use the identical full
name on all submissions and correspondence. Enter
the nine-digit CAF number for each appointee. If an
appointee has a CAF number for any previously filed
Form 8821 or power of attorney (Form 2848), use that
number. If a CAF number has not been assigned, enter
“NONE,” and the IRS will issue one directly to your
appointee. The IRS does not assign CAF numbers to
requests for employee plans and exempt organizations.
Check the appropriate box to indicate if either the
address, telephone number, or fax number is new since
    a CAF number was assigned.

I read these instructions before posting my question. Here is the dilemma: I want my firm to be the appointee, not everyone in the firm. According to the instructions, an entity can be the appointee.

Well then, I would assume you would put "None" on the line for the firm, as the instructions say, and IRS will issue your firm a CAF.
