An agent on the IRS Practitioner hotline told me I cannot write in Box 5 of Form 2848, "The representative is authorized to substitute another representative." Instead, he told me to file Form 8821 and then anyone from my firm can call and get information about a client. However, the Form 8821 asks for a CAF number, and my firm doesn't have a CAF number; each of us individually do. Can someone tell me how to submit either Form 2848 or Form 8821 so that anyone on my staff can call and get TP information?
