I think the details vary perhaps from state to state but I understand that Court Appointed Lawyers are paid relatively little. I believe that they should be paid more.
I too would like to see tax professionals reimbursed adequately by the IRS for assisting underprivileged clients on a pro bono basis. I also don't think much of the free returns I have seen. On the other hand, I'm not perfect and have screwed up on occasion. The difference between me and the free programs was that I had professional liability insurance that took care of my clients financially.
As for changes in the tax code, I could support elimination or simplification of the individual income tax, but I don't think the idea would fly politically. Personal income tax could be replaced with either some sort of sales or value added tax or with increased taxes on businesses. But care would have to be taken to avoid making such a scheme regressive.
