Can a client receive Unemployment Compensation from a state in which he formerly resided? Client has lived in Ohio for three (3) years but has receive over $20000 both in 2020 and 2021 from California.

Generally the state where the employee last worked and derived wages pays UI based on that state's laws regardless of the state of residence of the taxpayer.
So if this taxpayer was receiving wages from CA (regardless of his state of residence) that generated the UI.Taxes after all are the dues that we pay for the privileges of membership in an organized society. - FDR
