Apparently, they expect you to know which year to use for AGI & Refund/Balance Due (whichever one they have most recently processed, perhaps, but they are the only ones who know that).
Your other point is part of a larger problem. Some people have a filing requirement but neither a refund nor a balance due. They give an application error each time you enter zero until your third strike.
How could they not realize that some taxpayers neither get a refund nor have an amount due (rhetorical question)?Doug

I don't know if it is working yet for a specific situation your client might have, or not. That's why I suggest waiting until the IRS finishes this round of maintenance and updates. If he/you have the time, try it each day if you prefer.
I want my clients to wait, not to call me every day, all day, that it didn't work for them and now they're locked out for the day. I want them to have the best chance of success with Get My Payment. In the meantime, I'll have prepared a couple more 2019 returns.

Correct suggestion. The system was updated the other day to allow those who filed 2018 with an amount DUE to enter bank information.
However, as of this a.m. it is not updated yet to allow those returns showing the REFUND was applied to the following year estimated tax. Maybe an update for that issue might happen.
