I have an adult son (Age 24) living with his father with $ 6,500 total income for the year 2016. Father claims HOH Status (cannot and does not take him as dependent) . Is the adult son eligible for Earned Income Credit?

To begin with, father does not qualify for HOH under the circumstances you describe. Son is neither qualifying child, nor qualifying relative. See TTB 3-11. (You don't state why father cannot claim as dependent, since son only make $6,500 for the entire year.)
Secondly, son does not qualify for EIC since he is under age 25. TTB-11-9.
