    Locked refunds

Has anyone else encountered this scenario:

In response to an amended return, a taxpayer receives a CP21B letter stating that a refund should be received within 2-3 weeks. Months pass, and nothing more is heard. A call to the PPL elicits the response: "It's been 'locked,' but I'll unlock it now." And in a couple of weeks, the refund arrives. When asked whether the refund would ever have been sent if I hadn't phoned, the answer is: "I think so."

This has happened to several of my clients this season.

    Funny you should mention this.

A client got a letter from Georgia DOR last year wanting tax on a 401k distribution, BUT he's not a resident of Georgia so he paid that tax to Alabama. I sent POA and letter outlining the facts. finally he gets a letter advising that his "protest" has been "allowed" to be heard and a ruling will come on it in the future.
He also got a letter from Georgia DOR saying his refunds have been suspended.
    Connection? I think so.
    We'll see.
