We had a lively discussion about this over on the Unofficial ATX Forum, so I'll crank it up here as well. Has anyone noticed that CE credits are not being recorded for RTRP renewal for 2012? IRS says they aren't ready to receive the info from CE providers yet, and they don't plan to be ready until 2013. So they are just asking that RTRP's self-certify. You just check a box that says you: 1) have completed your 15 hrs of CE, or 2) intend to complete it by Dec 31, 2012.
I'm not suggesting that anyone self-certify unless they meet one of the two conditions. However, for anyone who wants to go ahead and renew, it's perfectly acceptable to renew right now as long as you plan to comply by year-end. And if you've completed your CE and are waiting for it to be recorded, it isn't going to happen. May as well go ahead and self-certify.
This also emphasizes the importance of getting a printed certificate of completion (or at least store a pdf) and not relying solely on the CE provider's erroneous statements that they will be sending the info to the IRS. They may be sending, but IRS isn't receiving. IRS says they may spot-check compliance after the first of the year, and they also require that RTRP's keep their certificate for 4 years.
