        I agree that it is an idea that I had not thought of. The only "fly in the ointment" that I can see is if the recipient of the check knows someone and just cashes it at local store or something without running it into a bank account of his own.
        Only in government or politics is a "cut in spending" really an increase. It's just not as much of an increase as they wanted it to be, therefore a "cut".
