An old client called she has lived in France since 2000. She has never filed US tax return since moving there. She renewed her passport and discovered that maybe she should have been filing her US returns. She said that she has filed in France. What can we do now.

US citizen? Well, you can file her US tax returns, taking appropriate credits for taxes paid to France, excluding foreign income when qualified, etc. Pub. 54 discusses US residents and resident aliens living and earning money abroad. See TTB 14-13 for issues and cites.
