Effective with the last two years, Congress has drug its feet on tax legislation all the way up to their Christmas recess. TTB personnel have had to juggle the upside of including the latest legislation and the downside of waiting too long to get their book in the hands of their customers. I don't think they will stop with 2006 and 2007. Many times their "solutions" are only postponements and they just kick the can down the street. This means most likely that action in future years is going to run down to the last minute before Christmas recess. I believe this is going to be an annual event.
