Look for prior year pubs on IRS website. Easy to find, most likely it's 463 for all years mentioned. Should have the rates in there. Remember the substantiation & evidence requirements.

Per Diem Rates

I also have found this website to be quite handy for Per Diem Rates. It lists most cities for every state back to 1997 and also it has a sublink to international rates.
