If an individual did not work in 07, therefore recieving no stimulus payment, will there be
a line on the 2008 form 1040 to reflect that it was not received and allow a deduction for it?

Sounds that way, but I haven't seen the draft 2008 forms. Did you try the IRS stimulus page; they've updated it with some frequency.
