Tax Stimulus Payment-Deceased Taxpayer

I have two clients one died in August 2007 and the other in February 2008. The Client who died in 2007 is married and they have not filed in several yeas with only social security income for the year 2007. Can the surviving spouse file Form 1040A as Married and receive $600 stimulus Payment? The client who died in 2008 was single. Can a family member file a 2007 form 1040A for the deceased and receive a $300 stimulus payment to be used to pay final expenses for the deceased?
