I have a question????????????/ Where do I look for material to answer question about a retired person who has put in a new septic system because the county ordered it?

As has been noted, more details are needed. If the retired person is thinking of deducting the expense of installation, in general such an expense would go to basis and would not be deductible. Business property? Need more data.
