    Tax Bill; receipt of

    My local school district sent me an occupation tax bill. I am a full time
    unemployed student. I sent them the requested documents to change my
    occupational status so that I would just have to pay a "head" tax which was
    less than the original occupational tax.
    I requested a new tax bill to represent the current tax due. They refused to
    issue me a new bill. I called the tax collector and they also refused to
    provide me with a new bill. I have now incurred a penalty.

    ?? Am I entitiled to receive a proper and up to date tax bill?

    I argue the school district, via not providing a proper bill, created a
    causality chain which resulted in my penalty for late payment.

    Your post does not indicate your State of residence.

    Additionally, providing the identity of the township or school district involved would (1) be helpful and (2) perhaps attract specific attention from a resident or someone who has first-hand knowledge of that jurisdiction's laws and options.

      It is Council Rock School District in Newtown Pennsylvania. Bucks County near Philadelphia.

        essentially,
        (1) return their form/s and pay the "head tax" bill;
        (2) do not pay any penalty they imposed because of this; and
        (3) attach an explanatory letter stating why you are doing what you are doing.

        note: this worked for me, but ymmv. and, in addition, i had to do this for two consecutive years before they "re-aligned" everything.
