I ran across this today (although it's 3 months old) and it seems to be a good summary of the AMT, how we got where we are, and the political problems associated with doing anything meaningful about it. Leonard Burman's comments in the first full paragraph on page 11 seem downright prophetic, given what's happening in Washington at this moment:
