Can an individual gift an IRA to a child? Or, does the taxpayer have to take a distribution and then give a gift?

The child can be a beneficiary, in which case you first have to die. Or you can take a taxable distribution and gift the money to the child.
You cannot, however, transfer ownership in an IRA or retirement plan to any other individual by gift. -
Gift of IRA
A number of years ago, I gave my daughter $2000 for an IRA. She had sufficient income to be eligible for an IRA. If you pay for the child's IRA, that would not matter, but you cannot transfer part of your IRA to your child.Comment
