    Can the fees paid to maintain a conservator account for a minor child as well as any attorney expenses be deducted as an itemized deduction considering it is used to create taxable income.

    I would assume it would be deducted on either the parent's or child's account depending on who paid it.

    I would say so, subject to the 2% AGI limitation, as long as they are directly tied to the collection of taxable income.
