Is there any type of deduction or place to expense off hurricane needs like a generator, gas cans, batteries, etc? TP lives in FL. and is using for personal home. I don't think so, but I don't live where the hurricanes hit.

Here's my two cents
Capitalize the generator (keep the receipt or if necessary go back now and get hard evidence of what it cost to buy and install.) Same if she gets plywood to properly install over windows. (It is a common practice in hurricane alley to keep the same boards and store it somewhere when it's not nailed over windows.
I don't think that gas cans, batteries, candles, bottled water, tarps and plastic sheeting, emergency food, or anything else people commonly do to prepare for a hurricane would be deductible.
