      Only in government or politics is a "cut in spending" really an increase. It's just not as much of an increase as they wanted it to be, therefore a "cut".

        you'd get that, but here's a link to Revenue Rulings back to 1954 that was posted by our knowledgeable friend "New York Enrolled Agent" a few months ago, if it will do you any good.
