    New Energy Credit for windows

Is the 10% credit based just on the cost of the windows amd doors or does it include installation as well. I read in one publication that installation does not count but in another one it seems to indicate that installation does count. I know that installation counts for hot water tanks and furnaces. But these are a diffferent category than windows and doors.

    Windows

I think the credit you are referring to is the residential energy property expenditures. The following statement is taken from IRC 25C(b):

    (2) WINDOWS.

In the case of amounts paid or incurred for components described in
subsection (c)(3)(B) by any taxpayer for any taxable year, the credit
allowed under this section with respect to such amounts for such year
shall not exceed the excess (if any) of $200 over the aggregate
credits allowed under this section with respect to such amounts for
    all prior taxable years.

This doesn't really address your specific question, but if the credit is limited to $200, it may be academic whether or not you can include the cost of installation.

      Confirmed, labor does not count

I found confirmation that labor costs do not count towards the credit for improvements to the envelope (windows, doors etc.).
