Overnight
My understanding is that an overnight stay is required to take the per diem for meals. If he goes out early in the morning and gets back late in the evening, he still is not allowed the per diem since there was no overnight stay.
I hope that I was understanding your question correctly.
LTOnly in government or politics is a "cut in spending" really an increase. It's just not as much of an increase as they wanted it to be, therefore a "cut".
