Voluntary Disability Insurance replaces State Disability Insurance with a few large corporations who find it cheaper to opt out of the government system. However, it is NOT a tax (because it is not paid to the state) and has never been deductible on Schedule A.
For workers who have several employers, if the total SDI plus VDI exceeds the maximum they can claim a credit for excess SDI on the state return. (This is similar to the way excess Social Security is claimed on the federal return.)
