US Tax Treaty Income - Form 8833

How does one exempt income that is covered under a Tax Treaty with a foreign country?
I have teachers here from Philippines here on a 2 year contract that appears to be covered for exemption. They receive a regular W-2 with tax withheld - to be reported on 1040NR or 1040NR-EZ, but I don't see any way to deduct income covered under treaty.

If they are a resident then file Form W-9 and an attachment to W-9 claiming the treaty benefits. If they are NR aliens, then Form 8833....
