nonresident alien - Head of Household

On page 3 of CA Form 540 booklet, to use the head of household
filing status, a taxpayer should not be a nonresident alien.
Does nonresident alien refer to Federal definition including physical present test in US, or nonresident of California?

Nonresident Alien
An alien is a person who is not a U.S. citizen. A
nonresident is a person who does not meet the
green card test and the substantial presence test.
If you are a nonresident alien during any part of
the year, you do not qualify for head of household
filing status even though you may meet all of
the other rules for the filing status.
