Telephone Tax Refund

Regarding the new telephone tax refund does the client have to have long distance service for the entire 41 months to claim the refund or could they of had long distance service for just 12 months or 4 months or 2 months and take the standard credit of allowance from $30-$60 or does it have to be the whole 41 months. I could not find any answers on the IRS website or in the instructions for Form 8913.

They aren't very clear

But it does say anyone who paid tax "after Feb. 28, 2003 and before Aug. 1, 2006", not "from and to".

So, one month should do the trick.
