    Are their any organizations that qualify to hold cash raffles? Where might I find
    more info on cash raffles???

    I would start with your state gaming or charitible gambling department. Most non-profits are allowed raffles but it varies by state law. Political organizations can also use them for fundraising but again it varies greatly by state.
    In other words, a democratic government is the only one in which those who vote for a tax can escape the obligation to pay it.
