Pennsylvania Ag Tax Credit - Resource Enhancement & Protection (REAP Credit)

    Hello:
I'm hoping to pick the brain of anyone who is familiar with the PA Resource Enhancement & Protection (REAP) tax credit.
I had a client who recently purchased a home on 6 acres of land. They're hoping to use part of the land for farming to grow crops and raise livestock.
I am trying to figure out if this is a credit that a "small farmer" could take advantage of, or if it is just for "Big" farms.
Anyone who can weigh in with insight is appreciated.

Yes I've done some googling, but am still looking for some "real world" context. For example, one of the requirements of the credit is for the farm to have, "Up-to-date Agricultural Erosion and Sedimentation (E&S) Plans and Manure/Nutrient Management Plans for all acres farmed."

I'd love to hear from someone if that is as daunting as it sounds, or if that is just a simple one page form, etc.
