Do “membership” indemnity health plans qualify for the SEHI deduction?

Is anyone familiar with Freedom Life/US Health/Southern Consumer Alliance Association “membership health plans" and whether they qualify for the Self-Employed Health Insurance deduction?

Client sent over literature stating that the plan is a PPO Specified Disease and Hospital plan and from the reading I've done, these do not qualify as SEHI. But there is also the additional wording like: “first dollar fixed indemnity benefit payments for wellness and health screening plus doctor visits, labs, x-rays...”

I've read that coverage does not have to qualify as MEC (which this clearly states it is not) to qualify as SEHI, but something about this does not seem to rise to the level of actual health insurance with total monthly "membership fees" for a family of 4 at just over $1,000 monthly.
