An explanation from TaxSlayer:
What are W-2 Box 14 Codes for Defense Financing and Accounting Service?
If you are a Military Servicemember or Federal civilian employee, your W-2 may contain codes and dollar numbers in Box 14. You will need to interpret them to enter them into your return. Here are the meanings to assist you.
C = Taxable Permanent Change of Station (Included in Box 1)
E = Military TSP contribution (Tax Exempt) *MOST COMMON
F = TIAA/CREF and Fidelity Retirement
G = Pre-tax Transportation Equity Tax
H = Home to work transportation fringe benefits (included in Box 1)
K = Pre-tax dental and vision deductions
P = Parking Fringe Benefits/Employer Provided Vehicle (Included in Box 1)
R = Retirement Deductions (Civilian employees who have wages earned in Puerto Rico)
S = FEHB Employee Deductions (Civilian employees who have wages earned in Puerto Rico)
T = COLA (not included in Box 1 or 16) (Civilian employees who have wages earned in Puerto Rico)
U = Non-cash taxable fringe benefits (Included in Box 1)
V = Pretax FEHB Incentive
X = Occupational tax (civilian)
Y = Pretax Flexible Spending Accounts
Z = Retirement Deductions (for Civilian Employees who are residents of the state of Massachusetts)
Within your account, enter the Box 14 information under 'Other (Not Listed Here)' if none of the other descriptions apply.
Please Note: Since each state has different filing guidelines, you will need to refer to your state instructions to determine if the amounts listed in Box 14 need to be added or subtracted within the state return.

Why do you need to enter it anywhere? Isn't it pretty rare that Box 14 amounts are needed on the federal tax return (not sure about various states). The only time I recall it being useful was for something like United Way contributions or union dues deductions, both of which are available from other sources."You said it, they'll never know the difference. A lot of information-only items in Box 14, for military and for civilians. It's up to you to find any items with tax impact. Clergy housing allowance would be an important one in a civilian Box 14, for instance. Most (all?) pretax items won't impact the tax returns. (But, I don't know about all state returns.)
