I have an Amish client that is eligible for the remaining CTC, but they do not want to accept it. How do I force this within the return?

Not sure what you mean by "remaining" CTC. Your software may have an over-ride or "Force" option. Or, they could simply not claim the dependent child. Or, they could apply the amount as an estimated tax for the following year and continue doing so every year, so that they never actually receive it.
Or, they could donate the money back to the government to help reduce the public debt.
