Non-filer filing to get stimulus money question (client's girlfriend)

Client has always claimed his girlfriend (who gets SSI and has guardianship of grandson) and HER grandson that have been living with them. Relationship is NONE so did not get the stimulus money for them or the Advanced Child tax credit.

So question is: For 2021 Can he NOT claim them and then the girlfriend who is on SSI disability file and get the Recovery Rebate for her and the grandson and then the Advanced Child Tax credit.

I am hung up on this since they both COULD be dependents. So I hear about these NON-filer people getting this money. So would anything work in this situation? IS there anyway for her to file and get some money?

If a a person qualifies as someone’s dependent, the dependent does not qualify for the RRC on his/her own return. That would go to the person who claims them. The child does not qualify the boyfriend for CTC because not his QC. Boyfriend should have received the EIP for both if he claimed them last year.

She could not get the CTC for her child because she qualifies a a dependent of someone else.
