Refundable Credit for Child Tax Credit?

For years I have been calculating "Additional Child Tax Credit" for those with not enough tax to claim the entire amount.

Now all of a sudden, Drake software makes ALL child tax credit is refundable, no matter what. All they have to do is be a resident.

TTB does not confirm this.

Am I crazy or what???

That is correct for this year.

Look at page one of Form 8812 to see how the numbers flow.

Bill, this bizarre thing is confirmed. If question 13a or 13b (Form 8812) is checked, then the entire child tax credit can be refundable. I won't have any customers who are not able to check 13a or 13b.
