Can I use transcript to file old returns without attaching the W-2s and 1099's

I am preparing the last 7 years returns for a client. 2014-2020. For 2014-2016 I just have the transcript showing the W-2 and 1099R information. Obviously not the State Information.
Can I use this and not attach the W-2s and 1099's. There is withholding obviously on the W-2 and also on the 1099.

I might also suggest attaching Form 4852 if postal mailing the return.

Are you sure you can even file 2014-2017 federal tax returns, other than for possible information purposes, at this time??
(It could easily be some time in 2022 before a human being at the IRS even sees said tax returns!)
I would suggest you collect the majority of your professional fees up front. . .
