Changing Bank Accountant

I have a client who has a new bank account and want her monthly CTC to go into the new account. The IRS says that she cannot change her bank account without filing a return. Could I file an ammended return to change her bank account?

Tell your client to set up his account with the IRS to access the Child Tax Credit Update Portal to update his bank account information.
