    is EIDL advance ( received during Pandemic up to $10,00) , is it taxable grant for Federal and State ?

              Try your state's website for whatever it calls its Department of Revenue Services. The federal treatment has lots of info at IRS.gov and SBA.gov and probably even USTreasury.gov
