Is there any version of Quickbooks that you can pay a one-time fee for (without a subscription?) And use it without upgrading after it expires?

Yes, buy the type you want in a office supply store or online. Have talked to people who are using a 7 - 10 year old version though they cannot get the updates due to the version “sunsetting” (expiring) after a period of time.Always cite your source for support to defend your opinion -
You can use Quickbooks Pro desktop version after after it expires.
Now if you want payroll... thats a yearly fee and I believe you have to update every three years no matter what.

Don't forget, like most software, you are only granted a license to use it, you do not actually "purchase" it. Plus, even with the desktop version, Intuit is going to require you to create an online account, you can no longer register the software offline like you could in years past.
From the license agreement:
2.1. Registering the Software. After installation, you may be required to activate and register the Software before use and to do so you may be asked to provide a valid Software product or license number. You agree to keep your registration and/or account profile information accurate, complete, and current. Allowing or enabling others to use your license number(s), product number(s), and validation number(s), if any, is strictly prohibited.
2.2. Account Sign Up or Sign In. You may be required to create or sign up for an account (or sign in) with Intuit and you agree to do so within the time specified by the Software, otherwise you will not be able to continue to use the Software. To help avoid unintended access to your account or profile information, the Software may be designed to automatically sign you out of your account (and require sign in), including after periods of inactivity. When signing up or using the Software, you may be prompted to create a (one-time) private encryption key or password in connection with your account and data file(s). Oh, OK. Across forums of all types, the more conventional indicator is "OT", or "off topic" (for the forum). Burke can use whatever he wants, of course, but if he had stuck to OT, more people would know what was intended.
On Quickbooks, a further note: once the 3-year service life is over, you may no longer be able to install the software on a new computer. For example, QB 2018 sunsets in a few months, and then:
"Furthermore, any service associated with an Intuit server including license verification may not be functional for the QuickBooks 2018 product-line. Intuit does not guarantee that you can register products or retrieve product-license-codes or product-id-codes for these products after the sunset date."
If one is only using basic double-entry bookkeeping features and none of the other features & services provided with current versions of Quickbooks, there are other options, including open source ones, to enable basic double-entry accounting on the desktop with no vendor payment required.
