If the noncustodial parent is to be able to claim his child for 2020, as per the divorce decree (drawn up after 2008), and the custodial parent will not sign the 8332 form giving up her claim on the child, is there any way the noncustodial parent can claim the child?

They need to go back to family/divorce court. The Judge will make the custodial parent sign the form.
