why does irs website say according to information that they have irs cannot determine eligibility at this time for my client

You need to up your research skills. The IRS does explain on their website what that message means. Please read. Plus a search on this and other message boards will tell you that the IRS computers are overwhelmed and not returning appropriate responses all the time. Read. The IRS updates only once/day, usually over night. Read. And, then try again.
