Business construction loan for building, client has as an expense, construction
monitoring. I am not familiar with the term construction monitoring. What is
it and is it a current deduction.

Planning departments, and sometimes lenders, charge a user fee for required periodic inspections as different phases are signed off. These are capitalized with other construction costs.
