Can proceeds of EE savings bonds be deposited in 529 college plans on maturity ? If so, how do you designate on federal tax forms that these are not taxable because the proceeds will be used for education?

You can do anything you want with the proceeds from savings bonds, but using that money to make a deposit into a 529 makes it taxable.
The tax exemption is if they are spent for tuition and fees for attendance at a qualified college for that year. Using the proceeds to deposit into a 529 plan does not meet that criteria.
