Is this form required if a TP's tax liability is zero? They are neither getting a refund, using direct deposit/debit, or paying any tax. There are only two options on the form and neither applies. Is it required only in the first two circumstances? Some states don't use a separate form at all, but accept the federal Form 8879 as sufficient.
