    Itemizing on state tax?

Client lives in MN, received wages from VA and IL only. I am able to itemize expenses in MN (on road for 250 days in 2019) and have taken out of state tax credit in MN for each state worked.. Confused if I can take his deductions also in IL? VA does not allow unless itemizing on federal return, haven't found a definitive answer on this. Thanks.

According to VA standard on Fed=standard on state, if Schedule A on fed=Schedule a on state and they have their own because they don't follow the fed rules.

Exactly where are you "itemizing expenses" on the federal Form 1040 ??
Agree that VA must match what was done on the federal return (itemized or standard deduction).
It sounds as if you will have a home state MN tax return with any allowable credits for state tax liabilities for VA and IL. Those two states should have a non-resident and/or part-year resident tax form that basically will go by what's on the W2 for each state with other relevant numbers coming from the federal return.
