A foster child is an individual who is placed with you by an authorized placement agency or by judgment, decree, or other order of any court of competent jurisdiction.
I would say yes as the IRS considers the child a foster child

Guardians and the child tax credit
Do children of legal guardians qualify for the child tax credit or only the other dependents credit? It appears to boil down to do they meet the relationship test and are deemed son/daughter of taxpayer. All other tests are met to be eligible for the child tax credit.Tags: None
