Unemployment and SDI - Taxable or NonTaxable?

I have a young woman with the following situation:

Filing Status: HOH with a 7 year old daughter
    Year: 2019
    W2 Income: $312
    State Disability Income: 01/09/2019 to 07/23/2019 - $12,090.00
    Unemployment: 08/13/2019 to 12/01/2019: $5,506.00

She assures me that she will not get a 1099 for this income. That fact alone makes me think it is non-taxable.

Is it taxable or not taxable?

I have found wording in the instructions for both options.

If I place it on the 1040 as taxable income - it will give her a significant refund.
If I ignore it and assume it is non-taxable she gets no refund.

Please give me some light on the matter.

    Thanks

    Which state?

Unemployment is generally taxable in most jurisdictions.

Was she a state employee that she is getting state disability income? In MA for example police/fire fighters etc. get state tax free disability income if they are hurt on the job.

The UC is not what is making the difference. OP says significant "refund" which means EIC and/or ACTC, which UC does not affect. No way to determine if disability is taxable/earned income based on info provided.

You need to know the state if thee benefits are taxable.
She should receive 1099G for unemployment directly from the Dept of Labor. These benefits are taxable for federal income tax purpose.
Each state has their own rules if this benefits are taxable.
Her employer is responsible for issuing W-2 form to employees who receive third party sick pay
