requirements for issuing a 1099 to a contractor

I recently had the shower tile in my residence re-glazed by a local contractor.
It was my understanding that he operated as a franchisee of a national company that does this type of work.
I didn't ask him if he was operating as a sole proprietor or under a corporate type of entity - but I've known of his work for a long time.
When billed for the service performed was presented, it was hand written on a generic type of billing form.
He requested that the check ( $ 900 ) be made payable to him personally. This was done as requested.
I know we are required to file 1099's for such payments if they are going to be deducted or used as business expenses,
but in my case this payment is personal in nature.
Am I suppose to file a 1099 in this instance ?
    Thanks for comments.

    No.

Do you file 1099s for any of you other personal purchases?

Not on your personal residence. BUT if this was a rental AND you claim QBID then yes. This is the big problem/issue I see with QBID on a rental
