Assuming a taxpayer's "C" income is below the threshold & otherwise qualifies for the deduction, would the ordinary dividends that are received from a Reit mutual fund also count toward QBI ?

The threshold you reference is measured against taxable income and not "C" income.
Qualified REIT income is any dividend received from a REIT that isn't a capital gain dividend or qualified dividend. It doesn't count towards QBI - it is an additional income source for which the 20% deduction is available.
