We have a client who is a dreamer (the dream act). Can they start an S-Corp? Dont you need an SSN?

I don't see any reason why they can't. As long as the person is considered a Resident Alien for tax purposes, they can be a shareholder of an S-corporation. I'm not aware of any requirement for a Social Security Number (I assume they have an ITIN). -
DREAMers with deferred action are eligible to apply for a SSN and should transfer their existing credit history to that number. Additionally, DREAMers must also contact the IRS to rescind their existing ITIN as an individual cannot have an ITIN and Social Security number at the same time.Taxes after all are the dues that we pay for the privileges of membership in an organized society. - FDRComment
