Oil trusts from Canada are more frequent. Royalty income and something called HIGH withholding. Is there anyway for a US resident to file a Canadian return to see if some of the "high" withholding would be refunded?

Yes there is. If Canadian tax is being withheld, then you can file a Canadian tax return to see if you can get any of it back.
